The 8th Standing Committee Meeting was held successfully in Tehran from 22-23, 2007. The Meeting was co-chaired by Co-chairmen of the Standing Committee, H.E. Jose de Venecia, Speaker of the House Representatives of the Republic of the Philippines and Hon. Chung Eui-yong, Chairman of the Committee on Foreign Affairs & Security of the United New Democratic Party of the Republic of Korea, and attended in total by nine members of the Standing Committee.

H.E. Mohammad Hussain Abourtorabi Fard, Vice Speaker of the Islamic Consultative Assembly addressed the Meeting and proposed a joint meeting between the Standing Committee of the ICAPP and the Executive Committee of the Asian Parliamentary Assembly to form partnership, synergy and cooperation for Asian integration.

During the Meeting, the members discussed a wide range of issues pertaining to 1) Building an Asian Community, 2) Preparations for the 5th General Assembly, 3) Further institutionalization of the ICAPP, 4) Priority projects relevant to the ICAPP objectives and 5) Review of political situations in Asia.

The members agreed to set up a provisional secretariat in Seoul until a final decision is made at the 5th General Assembly in Islamabad, and the majority of the members identified state subsidies for mainstreaming political parties as the utmost important and urgent issue at the moment to strengthen and develop democracy and prevent political corruption in many developing countries. The members requested the provisional secretariat in Seoul to do research best practices of state subsidies for political parties in advanced countries and make a report with a draft work program how the ICAPP will pursue this issue as its priority project.
