At first, we thought it was not possible, for we brought together Asia's competing ruling, opposition,
and independent political parties. But the meetings were visionary, cordial, constructive and successful.
ICAPP's Standing Committee of 15, representing parties from 15 states and Asia's regions, scheduled the
second and third meetings, once every two years, in Bangkok and then in Beijing, which were even more
successful.
As the convenor of that first Manila Conference, I am highly pleased that the ICAPP has grown steadily
in bothmembership and in influence. Simply by bringing together Asia's political elites in fraternal
assemblies regularly, it has become a positive force for mutual understanding among the Asian states.

The Republic of Korea's ruling party, the URI Party, and the allied and opposition
parties in Seoul have gone to great length to bring together to this great city in September, 2006
political parties of Northeast Asia, Southeast Asia, South Asia, Central Asia and West Asia. We want
to congratulate them for this great undertaking.
I am confident more than ever that the ICAPP will play a key and continuing role in Asia's inevitable
movement toward economic ad political unification.
