Dear Distinguished Members of the ICAPP Standing Committee,

After our update (17-07, 16 March) of informing that Hon. Samdech Vibol Panha Sok An, Vice Chairman of the ICAPP Standing Committee, Deputy Prime Minister and Minister in charge of the Council of Ministers, and Member of the Supreme Council of the Cambodian People's Party had passed away, His Excellency Hun Sen, the President of the Cambodian People’s Party (CPP) nominated H.E. Deputy Prime Minister HOR Namhong, a member of Standing Committee of the CPP to be the new Vice Chairman of the ICAPP Standing Committee(SC). Attached is the letter from Prime Minister Hun Sen.

In this regard, since there has been no precedent of electing a successor for departing Vice Chairman for the remaining term of office, it is the view of the Secretariat that the successor should be elected at the Standing Committee by consensus, in accordance with the spirit of Paragraphs 1 and 3 of Article 11 of the Charter which read as follows:

Para. 1 of Article 11 of the Charter reads: One Chairperson and one Vice Chairperson of the Standing Committee shall be elected by consensus of the members of the Standing Committee during the General Assembly. The Chairperson shall serve for two years or until the next General Assembly is held.

Para. 3 of Article 11 of the Charter: In the event that the Chairperson is no longer able to serve his or her term before its completion, the Vice Chairperson will assume the position until the following Standing Committee meeting is held.

Please inform the secretariat if there are any other suggestions on this issue.

With regard to the request from the CPP for a separate SC member, the Secretariat has informed the followings. (1) Each political party in the ICAPP Standing Committee can have only one representative as a member of Standing Committee. (2) Therefore, the CPP is required to nominate only one representative as a member of the Standing Committee.
